Approving Agenda and Last Meetings MinutesAll Approved

Re-Clarification of roles during and Selecting Jobs for this meeting- Steering Committee went over the roles that they play in their meetings, and discussed tips on how to play those roles well. Then they assigned themselves roles for each section of the meeting’s agenda.

Facilitator

The role of the facilitator is to: make time limits and stick to them; stay with the process, but always be open to and making process suggestions; continuously summarize where the group is; ensure that everyone has a fair chance to speak and that the introverts as well as the extroverts participate fully; make sure the decisions that are made are recorded in the minutes accurately; work with the energy person to ensure that the group is fully present; pay attention to different learning/participatory styles, for example, stopping to allow everyone to reflect or journal silently and then going around and letting everyone speak, etc.; own the facilitation, do it as well as you can; and open the meetings with a few words or a song.

The Facilitated

The role of everyone else in meetings is to: not repeat what others have said; speak to the entire group, not just to the facilitator; not participate in unnecessary side conversations; stick to the time limits; be articulate; stay focused and ask for energy breaks when needed; make process suggestions, but not to take over the facilitation; and stick to the process that has been agreed upon , for example, raising hands, while continuously evaluating and making suggestions on how the process could work better.

If an idea comes up that Steering Committee wants to talk about at a later time, write it on the Parking lot with an "E" for Emergent Agenda if it’s going there, "N" for items to put on the Next Meeting’s agenda, and "L" for Long-term thinks to think about.

Job Jot

Make sure the Job Jot says the person who volunteered (if it’s a group thing, be sure to include the point person,) the task in clear, thorough sentences, and the date by which the task should be finished.

Energy Person

Energy person should do energy breaks when they see people like Helen Harris falling asleep. Don’t believe them if they say they’re not asleep, but are snoring. Energy person also does the closing of every session.

Refresh Covenant- Steering Committee Reviewed and added to the Covenant they had established at their last meeting

Discuss the blue situation- Blue Schwindt, People of Color Advisory Council to Steering Committee member, has left Steering Committee. Steering Committee spent a good deal of time trying to decide what to do next.

How can we support Blue?

We’re trying to help create an adult of color support network for the youth of color on Steering Committee, and Blue, but so far, there has been very little adult of color support. We send her our love, and we’ll do a worship on healing and love around this tonight.

How can we make sure this doesn’t happen again?

We’re working on improving the anti-racism trainings so they aren’t so detrimental to youth of color. Hopefully, there will be adult of color support at youth council and on Steering Committee soon to offer another angle on things.

Where do we go from here?

Process-wise, if a Steering Committee member resigns, the youth office finds out who had the next number of votes at Youth Council and they appoint that person to the Steering Committee. So should Steering Committee decide, or should the people of color caucus from youth council decide?

Everyone agrees the People of Color caucus should decide. The idea of having a young adult of color or an adult of color replace Blue is also put out on the table. We decide not to do anything more until the job of the People of Color Advisory Council to Steering Committee is better defined, and the Caucus from youth council has talked about what they want to do.

Breaking up Blue’s tasks so they are covered:

  • Blue’s website and her liaisonship with the board will just be dropped

Can SC members write Letter of Recommendation?- The question of whether Steering Committee Members could write recommendations for people applying for staff positions other than the ones that the entire Steering Committee selects had come up before this January meeting, and required a decision at this meeting.

In the past, Steering Committee members weren’t allowed to write letters of recommendation because it was a conflict of interest for them to advocate when they were selecting staff as well.

However, several members of Steering Committee had already written letters of recommendation, so Steering Committee will let it go this time, but never again.

Maia and Steve are writing new policies and procedures so Steering Committee members will be unable to write letters of recommendation for positions for which they have any part in staff selection.

Evaluation of Steering Committee this is where Steering Committee does a process check of how everything has been going since the last Steering Committee meeting.

Everybody at Steering Committee has advice about how the listserv could be much better managed. It is important to remember that you can email directly to a person, you don’t need to reply to the whole listserv. The listserv could also be improved if people were to have more substantial discussions on it. Steering committee believes that the youth council listserv has it’s purposes, but it could be utilized more. The idea of changing from listserv forms of communication to e-groups was discussed.

Steering committee also decided that they need to duplicate how messages are being put out; i.e. phone calls, posting to a Bulletin Board, emailing, and snail mail. Communication within Steering Committee has been lackluster so far this year. The Steering Committee workdays (Wednesdays) have not been used very effectively. Steering committee needs to communicate with the youth office about what they have or have not been doing.

A Steering Committee website is going to be created that will contain a bulletin board system, a jobjot checklist, etc. The point people for that are graham baas, Matt Moore, and Maia Cudhea.

Good/Bad – Steering Committee goes around and says one thing they’ve done well so far this year and one thing they need to work on this year

  • Good contact with YCRs – bad communication with Steering Committee.
  • Good at calling youth office - bad at all other communication. Hasn’t started grant writing yet
  • Good at outgoing communication with all aspects of YRUU – bad at getting information from people.
  • Good at getting information out to Steering Committee. – Ignoring Steering Committee jobjot.
  • Good at absorbing feelings and helping district – bad at doing the actual work for Steering Committee
  • Realized that she’s not omniscient and never will be. Started using timelines to schedule work.
  • Good at responding to questions and input especially on email – confused about how jobjot works. Hates phone chain, ignores it.
  • Good at concrete goals, reads all listserv info. – bad at phone chains
  • Made good contacts with C*UUYAN. Bad at asking for help.
  • Accomplished almost everything on jobjot – Horrible communication. Time management problems
  • Good at introverted working - Procrastinating a lot.

Steering Committee has immolated itself with self-appraisal

Steering Committee also decided that for all multi-person jobs there will be a point person who won’t be in charge, but will be the person responsible for coordinating the communication and to make sure things are getting done.

Position on Appraisal: not just a youth office puppet

The Youth Office needs to pick a new Position on Appraisal (POA) at their next meeting. It was decided that the POA should be someone without lots of continental experience. This would give them a fresh perspective on Steering Committee, and continental YRUU as a whole. They also need to understand how much responsibility the job entails, and that it is a long-term job. Because of the length of the job it needs to be a younger YRUUer. It was also discussed that the POA should be given more direct and tangible goals, not just themes.

The general theme for the POA is "Continuing Anti-Racism." Applicants can apply with this general theme in mind.

The Youth Office needs to put an add for the POA position in Synapse.

Reports- at this point in the meeting everybody reports back on how things have been going, and how their various projects/responsibilities are coming.

Retreat - the youth office went on retreat. They brainstormed, power-mapped, and figured out how to make YRUU a more powerful organization. The youth office realized that Steering Committee has an important role in realizing that goal.

Capital Campaign Money- the UUA is planning a $35 million Capital Campaign. Of that $35 million, $2 million is earmarked for youth programs. There is a long-range planning meeting to figure out the broad vision for that money planned. It will be a meeting of 12-16 people (a majority of them youth.)

Resource Revisions- the youth office is in the midst of trying to revise almost all of our resources as well as create new ones.

  • It’s a pain the butt.
  • "From YACs to SACs" – the ball has been dropped, it rolled down a hole and we just need to get a new ball
  • Steve Feinstein has made an advisor quick-start packet. Yay Steve.

Religious Education (RE) Core Curriculum- the Religious Education department is in the midst of creating a new life-span core curriculum to unite RE for all ages.

  • There is a curriculum visioning process going on right now with individual surveys and focus group input being accepted in the RE Department. See Resources D3 for the focus group process guide. Guides are due to the RE Department by General Assembly.
  • How SC can use the process guide:
    • make time at the April SC meeting to do the process guide
    • use the process guide with a youth groups in your area;
    • or if you go to district cons, you can do it there also.
    • Tell your YCRs to do it in their district.
    • Every SC member will convene a Core Curriculum visioning Groups.

Family Matters Task Force- the FMTF is an interdepartmental group created to work on UUA family ministry- Bryan Beck is a youth serving on the Task Force this year.

  • Want to get more resources out in the UU World magazine

Board Report

  • The Canadian Unitarian Council and the UUA might split up this May, separating Canadian and American Adults, but leaving the Youth movement Continental. This could potentially mean terrible things for youth. See CUC/UUA split section later in these minutes for more details. (p.c9)
  • Report on Restorative Justice is out and online at http://www.uua.org/cde/csm/. The report outlines a new and better system of how to deal with ministerial misconduct. A groundbreaking report.
  • The boyscouts are still dumb
  • The Committee on Committees (a sub-committee of the board of trustees that serves as a nominating committee of sorts) will be asking for youth names to be submitted to them so that they can get more youth on committees. Yay.
  • Everyone should be proud of Jacob and Amir; they’re great
  • The Board of Trustees is doing a workshop at GA about how to be a board religiously. They’re looking for some youth to be on the panel; Matt Moore volunteers.

Continental Social Action Coordinator Report

  • The YSJC presite was great. The YSJC is "gonna be boss"
  • Maia is currently making SACARIN (Social Action Coordinators something something something) for the next CSAC – kind of like a YCR resource notebook for the CSAC
  • Working Action Manager (WAM- Shea Schachameyer) is doing great. She got her Study Action Issue in, and now all we have to do is hope that congregations vote it to GA and hope that GA votes it to be #1

Institutionalizing the relationship between Board of Trustees observers and Steering Committee- what sort of connection should there be between the youth observers (and later trustee at-large) on the board and Steering Committee? How can we institutionalize that connection?

Jacob and Amir were elected from Youth Caucus at GA, so ultimately they should be accountable to Youth Caucus at GA. Youth Council and the Board have set the precedent that the observers are simply youth, not necessarily YRUUers or representatives from YRUU, so in keeping with that precedent, Steering Committee decided to ask them for a report after every meeting, but just for fun. The official YRUU rep to the board is Walt, or the trustee liaison to YRUU SC. We’ll help Jacob and Amir create their job descriptions, but they should officially report to Youth Caucus every year. Any official business that needs to be brought to the board from Youth Council or from YRUU should be brought by Walt, or by Walt’s successor. We’ll support the observers as much as we can, but they will not be held accountable to Steering Committee.

 

Synapse Section: Environmental Sustainability – in this section, the Youth Office presented the theme and running list of article ideas for the next Synapse to Steering Committee and asked for feedback, further suggestions, and commitment to writing articles. The article brainstorm is as follows:

  • Statistics on Vegetarianism/Vegan stuff from an environmental perspective (aka, not-or not exclusively- about animal rights)
  • Environmentalism as an economic privilege- rich people can afford to pollute less by buying newer cars, etc. (not that all rich people choose to pollute less...)
  • Environmental Racism- toxic dumping in neighborhoods of color, etc.
  • Environmentalism as Spirituality
  • Environmental Benefits from Local Food Eating/Coop Living/Eating article
  • Voluntary Simplicity
  • Environmentalism from the North American white Cultural Perspective (our culture is expansionist, we have huge levels of consumption and all of that environmental ruining stuff that's just part of our standard everyday thought processes, while other cultures believe that the land is important, people never leave farming villages, etc.)
  • Native American religious/cultural perspective
  • Pagan Perspective: Earth Centered Tradition
  • Punk rock and environmentalism - Logan Harris Find Someone
  • Hippies and Environmentalism - Oberlinian?
  • Household/Beauty Tips with and Environmental spin - Kate Kidder and Micaela
  • Point/Counterpoint: Gaia theory vs. Human Virus theory (let's mess up the environment until we die, and then the environment will just be there without us, in an altered state vs. we're horrible people, we need to take care of the environment because we have no right to destroy it just because we're humans)

Bylaw revisions the bylaws need a serious revamping and rewriting; they also need a good organizational system

  • The bylaws have not been fully revised. Last Year’s Resolution only began the process.
  • The Policies and Procedures are horrible and outdated.
  • Abbey Tennis and Emily Stainer have both done some work on the bylaws, does anyone want to pick it up?
  • Maia Cudhea and Ann Lapidus are going to work on revising them. Yay them.

Resolutions review: Every Steering Committee Meeting, the SC reviews the progress made on each resolution and how they can support the resolutions and the people working on them.

  • Project Proposal to send a delegation of YRUU youth to an International Assembly of Religious Freedom (IARF) conference in 2001: No updates that we know about.
  • Project Proposal to change the necessary bylaws: Nothing new.
  • Project proposal: Collection of District Youth Advisor Resources: Rick Roehlk has been working on it. The next deadline is in April, so there’s really not much to do until then.
  • Project Proposal: Revising and Updating the YCR Resource Notebook: No new info.
  • Project Proposal: making templates for resolutions and project proposals available online: Matt received them from Rob, they’re on Rob’s website. Graham will put them online, and they’ll be added to the "how to write a resolution" resource.
  • Project Proposal: YRUU Delegation to United Nations "Combating Racism Together" Conference: Jacob Larsen has been in contact wit the head of the International Office, Olivia Holmes. They’re working on a grant. Olivia is psyched about it, and so it Jacob and so should you be!

Note: I heart Jacob more than anything else in the whole world. I heart him even more than I did the last time I wrote this in the minutes.

  • Project Proposal: Planning out the YRUU Summer Tour: Both sponsors are kind of gone, so the ball is dropped.
  • Resolution to Utilize General Assembly as a fourth meeting for YRUU Steering Committee: Jen put in the budget request asking for the money to do this, and the chair of the Finance Committee said that she’d make it a priority, and the Executive Staff (the ones who put together the budget) know that the entire board is for it. We don’t know if it’s actually in the budget for next year, though. The board is voting on it in April.
  • Resolution to Foster Life-Long UU Involvement: Networking, Empowering and Transitions: Sonja Knaphus is still working on this one. Theoreticaly, there will be an application in Synapse for this task force, but as far as we know, there’s no funding for it yet, so we’ll see if it actually happens. Other than that, we don’t really know.
  • Resolution: Commitment to Strengthening YRUU in Canada: Jacob Larsen has been working on this one; there will be scholarships for Canadian youth to ConCon this year, and Jacob is helping to work on an All-Canadian youth conference coming up during the Canadian Unitarian Council’s Annual General Meeting in May. Go to it if you’re Canadian!
  • Resolution to Create Youth and Young Adult Political Response Network/The School Of the Americas Protest/Not-a-Con: This has basically resulted in the School of the Americas Protest and the subsequent listserv(/political response network) has worked to organize around other protests.
  • Resolution to Create Youth Council and Steering Committee Restructuring Task Force: We received a Grant for $3,500 from the Fund for Unitarian Universalism to have this task force. The task force will consist of Justin Whitaker, Pam Stone, Emily Knaphus, Abbey Tennis, Micaela Christopher, Elizabeth Capone-Newton, Amir Fouad, and Larry Ladd. They will be meeting the weekend before GA in Boston. Elizabeth Capone-Newton will serve as point-person/chair for now.
  • Resolution to encourage YACs to do more JAHNNEY DEPPs: More JAHNNY DEPPs are happening. Yay.
  • Resolution: Youth on District and Local Boards of Trustees: Nothing New.
  • Resolution to Create Cohesive Social Justice Structures in YRUU: The WAM is going to General Assembly and the YSJC as quasi-staff.

CUC/UUA Split and Jacobs letter-

The Canadian Unitarian Council (CUC) voted at their Annual General Meeting (AGM) last year to begin a gradual "Evolution not Revolution"; to encourage growth in their congregations. The CUC and the UUA boards have been negotiating since then to come up with a solution to various problems like Canadian marginalization within the UUA, the UUA taking the best and the brightest leaders away from the CUC, UUA resources continuously catering to Americans, not Canadians. The solution they came up with was for the UUA to give $1.5 million to the CUC and the CUC will split from the UUA, leaving only ministry, youth and young adult networks continental. This will be voted on at the CUC AGM this May. This creates all sorts of problems with Canadian youth and their role within the future UUA governance, for example, a Canadian youth could be on Steering Committee, but not on the Board of Trustees of the UUA, or could attend General Assembly and take part in Youth Caucus, but not be a delegate and speak on the Plenary floor. Jacob Larsen is organizing a (hopefully) large delegation of youth to go to the AGM in an attempt to vote it down.

Steering Committee decided that this is a bad idea and Maia Cudhea is writing a letter to both boards and their negotiating teams saying that YRUU is against this. Ann is going to talk to Jacob about helping organize the youth contingent to the May meeting, and is going to see what American Youth can do to support Canadian youth.

Creating a Steering Committee evaluation of the YPSs - Steering Committee is working on creating a valid and useful evaluation process for the YPSs at their 1-, 4-, and 6-Month meetings.

The Youth Office will add input from one YPS to another in the supervisor’s comments section of the evaluation. Steering Committee decided to look in-depth at the "Internal/External" question on the UUA staff evaluation form, but not to create a separate form for the Youth Office staff to fill out for Steering Committee to evaluate them. With that decided, the process is as follows:

  • YPSs leave the room
  • Steering Committee talks one by one about YPSs (they evaluate one completely, then evaluate the next, etc.)
  • Jen talks for 5 minutes about each YPS.
  • Steering Committee then discusses the evaluations and shares their thoughts about how the YPS is doing
  • Steering Committee makes a list of the good and bad things that each YPS is doing, decides if they feel that the YPS should be let go or not, and self-appoints someone to be the spokesperson for the group to the YPS.
  • The YPS being evaluated is invited back into the room and SC gives them an aural evaluation.
  • The YPS is allowed to ask any questions s/he wants, and then leaves again.
  • The process is repeated for each YPS

What happens if they do choose to fire a YPS?

  • The evaluation process will happen before YPS selection is done, and in the future, YPS applications will have a check box that says "I am available to begin early" and, if a YPS is fired, a new YPS will be chosen who can begin early.

Common Ground III or BUUT Camp?- These were ideas for broad things that YRUU might do with the $1 million spend-out money that it gets from the Capital Campaign

Common ground III is an idea that has been percolating around the youth office and Steering Committee for the last year or so. Basically it’s the idea that YRUU has grown to a point that the governance structure that was working and created 15 years ago no longer is adequate. The conference would reevaluate YRUU as is stands currently, and perhaps re-imagine YRUU. BUUT camp stands for Big UU Training Camp; it’s another idea that has been around for a while. Basically it’s a huge leadership training for lots of people from different parts of the UU community, including YRUU leaders, advisors, ministers, spirituality gurus, religious educators, etc.

Both Common Ground III and BUUT Camp have some buy-in from the administration, and might be things that the long-range planning meeting group come up with for spend-out money things.

Anti-racism Time- This is where we talked about various Anti-racism trainings that SC has been involved with. We also talked about things to bring up with Josh Pawelek and Danielle Dibona tomorrow. (see pg. a18 for a more information about this)

Critique of the JTW trainings- Steering Committee did a brainstorm of the things that could/should be changed in the standard UUA Anti-Racism analysis training. See Appendix p. C12 for this brainstorm.

Anti-Racism Grants- Steering Committee had a brainstorm about work that could be done if we had more money to work with; a la grants. We also talked about how to get grants to help fund anti-racism work.

Capital Campaign/YRUU Long-range Planning Meeting- the UUA is planning a $35 million capital campaign. Of that $35million, $2million is earmarked for youth programs. The long-range planning meeting will be a meeting of 12-16 people (a majority of them youth) who will compile visions from Youth Council, Steering Committee and the Youth Office to plan how to spend that money.

  • The UUA is in the midst of a $35m capital campaign. $1m of that is supposed to be raised by having a "youth/young adult Sunday" in 2002.
  • In the past there has been a "ministerial Sunday" and a "Journey Towards Wholeness Sunday" where the UUA raises money in all of the congregations on one particular Sunday that all congregations have a service on a specific topic.
  • Historically the UUA has not gone to congregations and asked them to raise funds to help pay for continental services.
  • It is important that the youth/young adult Sunday work because half of the youth/young adult money will be coming from this event.
  • The youth/young adult Sunday requires a new name because the name has been shorted just to "youth Sunday"; and excluding young adults.
  • The capital campaign brochure "gathering the harvest" was passed around.
  • The literature which describes the campaign is very vague and wishy-washy
  • We need to come up with general themes about what we are going to do with the money, not be specific

Anti-Racism Time with Josh Pawelek and Danielle Dibona. Josh Pawelek and Danielle Dibona are both work for Faith in Action. They help to coordinate and lead Anti-Racism workshops. They came by to discuss the anti-racism trainings that Journey Towards Wholeness does, and the flaws that are in those trainings. They also talk about Linked Identities Networking in Coalition (LINC) and other cool anti-racism stuff that’s going on.

  • Josh explains how the logistics of all the JTW stuff works; there are a bunch of different models, these critiques relate to one specific training, as well as the whole program.
  • The trainings that exist right now are just the analysis and the Jubilee World. Those two don’t have to be the only two trainings.
  • The "modified jubilee training" C*UUYAN and YRUU are both talking about it a bit.
  • It’s a training similar to the Jubilee World Training, but modified to fit the needs of young adults and youth.
  • It would make a lot of sense for YRUU and C*UUYAN to collaborate in a way that’s accountable to DRUUMM and the JTW committee

C*UUYAN Time- Jessie Jaeger shows up. He is to C*UUYAN as yps’s are to YRUU. we all talk about how we need to join our forces in order to create a new super powered group that will dominate the entire world.

Youth Council and Steering Committee Restructuring Task Force (YCSCRTF)- this is a Task Force that was formed to figure out how to restructure youth council and Steering Committee so that they can better serve YRUU as a whole.

  • YRUU has received a $3500 grant from FUU to create the SCYCRTF.
  • Everyone decides that the YCSCRTF is doing an excellent job and we should let them be
  • Micaela Christopher is going to be on ycscrtf, she will be replaced at the next Steering Committee meeting; Matt Moore is the alternate for Micaela Christopher at ycscrtf

UUA Power-Mapping- YRUU has a lot of power, in the form of influence and respect, in the UUA that it doesn’t necessarily know exists. This section of the meeting, the youth office did a presentation about the structure and makeup of the UUA, where the power lies, and where youth involvement exists or does not exist, and then Steering Committee brainstormed about how they could network, become involved, and better harness their power within the larger UUA.

YRUU needs to learn how to make strong institutional connections to these positions, people, and committees. Many adults tend to believe that youth are all the same, so sometimes, if an adult gets to know and like one youth, they’ll think that all youth are wonderful. It’s good to start with, but not to rely on personal relationships. For example, we need to institutionalize the September YPS’s good relationship with the President of the UUA, not just leave it up to chance that the next president and the next September YPS will have a working relationship like Abbey Tennis and Rev. John Buehrens have currently. So how can we do that? And how can we get youth included in how committees are formed, not just rely on the Chris Traces and Denny Davidoffs of the world to be close friends? One good example is how the UUA Board of Trustees has an official liaison with Steering Committee and the youth at GA elect two youth to serve with the Board. The connection between youth and the board is a two-way street that is official, strong, and institutionalized, not just left up to chance.

What are things that we can do now to begin establishing a strong relationship with committees, groups and people that YRUU doesn’t network with enough?

  • Create a letter-writing campaign to committees, positions and people and let them know that we’re interested in beginning a relationship with them.
  • Invite committee members to youth events at GA
  • Hold a "Meet the YRUU Steering Committee" reception at General Assembly for other committee members as well as youth there.
  • They’re all going to be at General Assembly, if we start badgering them now, they’ll have to have munch with us there.
  • Next election GA, if we plan further in advance, we can have our own candidate forum
  • Let’s make sure that we are at all of their events; go to the events for the committees that we liaison with
  • Let’s just make sure that we invite them to join us on our home turf, but also meet them on their home turf
  • Let’s put something in the policies and procedures so this is remembered and continued; a way to institutionalize it from our end
  • Let’s write a resolution about it
  • We should write a letter inviting people in the area to a "come meet SC" night at our April Steering Committee meeting, also invite them to a event at GA, and then write a policy and procedure about it
  • Let’s just make sure that when we do this, we’re very intentional about it because we can’t ask 2 of 3 candidates to our meeting just because someone slacked off and forgot
  • What about some structural changes? If, for example, there was a YRUU Finance committee, and a YRUU nominating committee, then people from those committees could meet with the adult committees and schmooze/liaison with them, etc.

Endorsing a candidate for President or Moderator of the UUA- Steering Committee discussed whether or not it would be a good idea for YRUU, Steering Committee or youth council to endorse any of the candidates running for any of the positions at ga.

Denny Davidoff, Moderator of the UUA and chairperson of the UUA Board, arrives to hold a focus group for the "Task Force on Structures and Services of the UUA"

Introductions

Explanation of what the Task Force is by Denny

Our lack of long-range planning has caused us to make some real estate purchases that are not necessarily very efficient or smart, so we’ve begun to think about what structure of the UUA will serve congregations best. The Task Force on Structures and Services is evaluating our current structure and trying to figure out where the best place to go from here would be. The task force has 7 members, and is working hard to meet with as many groups of people before February 6th as it can. They’re talking to ministers, committee members, UUA staff, young adults, laity, and now youth. It’s kind of boring because all they’re really talking about it buildings, but it’s important because it relates to how departments interact with each other, how we can best serve constituents, how we can best foster growth in our faith. The UUA is already moving towards decentralization, with 25% of it’s staff working out in the field.

The task force is trying to give all of the focus groups they meet with the same information and make the process as transparent as possible; so those meeting with focus groups carry around a few pieces of butcher paper that are actually from their original meetings to show people exactly what they talked about and receive consistent feedback on their ideas.

  • I’m surprised that this stuff is actually happening. This stuff (the things you brainstormed) actually makes sense. Near airline hubs, near racially diverse areas, that’s great.
  • Is this going to happen over a long period of time? Yes. We’re not going to press a button and all of the sudden, all of this will happen. It will be phased in, but not over more than a 5-year time-period.
  • It’s weird that Canada is considered a "region" because it’s a country. That’s true, but in the whole CUC-UUA negotiations, one thing the Canadians suggested is that Canada would become one large district. Of course, it’s a huge east-west country, and there are lots of east-west controversies, but has been brought up as an option by the Canadians.
  • Decentralizing is great; For example, ministry could be near an allied seminary, FIA could be in D.C. etc. I’m totally pro-decentralizing.
  • In software companies, a team of people working on a piece of software is kept together while they’re working on that piece of software, and the sum of them is greater than them separately. Decentralization is great.
  • Doing nothing is dying. Don’t do that.
  • Separating departments can be detrimental because access to other departments is very key in what the staff does. What about interdepartmental work? Has that discussion happened? Yes. There are pros and cons to everything.
  • Decentralization is great. The idea of having specialized centers is really great because that way, each region has a center, and each region will have a different flavor to it. The work that the UUA does will actually be done in local areas; it will add a grassroots feel to the UUA.
  • I like the ideas because lots of them fit together really really well. Aka, decentralizing is great and so is keeping 25 as symbolic locus, and when you decentralize, you can move to areas of congregational growth, while creating learning centers.
  • We need to be really intentional about where we go. It’s great that moving to racially and culturally diverse areas is on the radar screen.
  • Just make sure that wherever you go, there’s access to good public transportation.

Learning Centers

  • affordability (for UUA to be housed there and for people to get there)
  • technologically advanced (access to good technological resources, For example, Burlington, VT vs. Montpelier, VT)

  • ecological sensitivity (example, but a building in Lowell, MA, renovating an old mill instead of building a whole new building)

Denny’s Note: as we talked, we began to agree more and more that the bureaucracy wouldn’t be spread out, just the service delivery. Congregational leadership wants to learn, and they don’t just want the learning to come to them, they want to go to it. Therefore, we began thinking about the concept of learning centers; later called "learning and consultation centers." Also, we talked about sharing centers with others, for example, would ask the UUSC if they wanted to share in the Washington center for social justice with us.

Reactions to the Learning Center Brainstorm: (Denny’s responses in Red)

  • Las Vegas? what? 100th monkey? What?
  • How many learning centers are you envisioning? 3-5 are being talked about now; You should make at least 5.
  • It makes more sense to have centers with each kind of specialist everywhere; for example, not specialized centers, but mini-UUA’s in every region with a ministry specialist, a RE specialist, a youth specialist etc.
  • What’s the deal with Mexico? Where do they fit in? We have 2 fellowships in Mexico, but they are peopled by American transplants; no actual Mexicans.
  • If the CUC and the UUA split, Ministry, YRUU, and UUYAN would still be continentally served. Is there a possibility that those learning centers would in exist in Canada? Maybe.
  • What types of centers would there be? Have there been thoughts about anything other than ministry and social justice? Well yes. Anything is possible. Even something like a "training center." We have no center where people can gather to hold conferences and trainings, unless you count Pickett & Elliot.
  • Regional centers sound great. I’m all about decentralization.
  • The idea of keeping 25 beacon street as some sort of museum and having beacon press in Boston is really cool.
  • We’re talking about restructuring youth council right now; the idea of making youth programs more regionally based is actually on the table already, and having regions already created would be a great kick-off for that idea.
  • The restructuring youth council discussions include regional caucusing, bordering districts joining together for programming and governance, etc. Some youth programming is already leaning in that direction; for example, the "Western UU Karmic Youth" (WUUKY) conference and MASSive Con are both regionally planned and executed youth conferences.
  • I like the idea of 5 learning centers; YRUU uses the "5 components to a balanced youth group" model in our programming, and it would be really cool if those components were each represented with a center (the components work wonderfully for congregational life as well); learning, community building, worship, social justice, and leadership.
  • Will we keep Pickett & Elliot? I don’t know.

Notes from Denny: voting on the bylaw change that would create a "youth trustee at large on the UUA Board of Trustees" will take place Saturday morning, 10:15 AM or so in Plenary at General Assembly. Denny has set up the agenda so that everyone in the plenary hall will be reminded about how great the youth are, and then will be asked to vote on whether or not they should be on the board. Denny also wants the youth to teach the GA delegates the "We love you very much" song to sing before the elections begin.

Denny, of course, has never heard the song, so she has no idea how horrible it is.

This year, there will be potentially 4,000 delegates at General Assembly because of a congregation member : GA delegate ratio last year. RCRC staff member selection- The Religious Coalition for Reproductive Choice is basically what it sounds like. They’re wicked cool, and do awesome stuff. Morgan fanning went to their board meeting earlier this year. They’re requesting that we send them a youth for their "Youth Advisory Committee" that they’re setting up

  • Morgan Fanning will be nominated to be a member of the RCRC advisory committee; SC will help her out

Person of Color Advisory Council to Steering Committee new member selection-

The PoC advisory council will try to get someone from the youth of color caucus at youth council, and if they can’t, then no one new will come, and that’s fine. It’s helen and Paris’s deal, not the whole Steering Committees deal

Evening Youth Council Working Group section

We break into working groups, work inefficiently until 1 am and then join back together to report back.

Youth Council member (YCR, At-large and PoCC) Training: This working group was charged with visioning a comprehensive training for Youth Council members that would occur at Youth Council. The training would prepare those at Youth Council for Youth Council itself as well as train them on how to do their job once they get back from Youth Council either to do at-large work, or to go back to their district, or whatever.

Report Back:

  • We think that there should be two parts to it, one at the beginning about how to function at youth council, write resolutions/agenda items, etc. and one at the end that tells them how to do their work after they leave youth council.
  • We want to fine YCRs if they do a bad job, aka, we’d make them pay for their expenses at Youth Council, then reimburse them after they prove that they’ve done a good job when they get home.
  • Theoretically, we’d find some way to kick YCRs off of youth council
  • Awesome, high-five.
  • Blackmail the YCRs. It’s all about that.

Comments relating to the working group’s presentation:

  • Having training at the end is good, where people finally understand what happens at Youth Council, and then they’re taught how to take it home
  • Having training at the end is bad, we’re all exhausted by the end of YC, we wouldn’t absorb much
  • Your comments/solutions addressed the problem of getting continental cool-kid stuff done (like keeping Resolution co-sponsors on-task and writing grants for international conferences, etc.), but didn’t really address the problem of At-larges doing what they are hired for, or YCRs being a continental information spout to his/her district. Your solutions wouldn’t really bring youth council to the districts, nor district/local stuff to youth council
  • We should be sure that we base the trainings around being accountable to their districts/specific jobs, not to continental YRUU; they aren’t our employees, they are the district’s
  • Charging YCRs would make it less possible for YCRs to actually get there. It was not long ago that many districts didn’t even send anyone to youth council.
  • Where do we go from here? On the next SC meeting agenda, we’ll talk about/work on some sort of youth council member training (at-larges, YCRs, PoC members) at the beginning and/or end of youth council

Agenda Item Differentiation at Youth Council: This working group was charged with developing a good system of defining and differentiating the four main types of agenda items that are brought to Youth Council; namely Resolutions (Goals/Visions for YRUU), Project Proposals, Bylaw changes, and Statements of Belief. The working group was also expected to make suggestions about how to give District/Local people more access to Youth Council.

  • We worked hard on trying to define the roles of the various agenda items at YC, but haven’t finished. We have a plan to keep working and we’ll continue our report at the next meeting.

Non-YCR Youth Council members’ roles/term-lengths etc.: This working group was charged with revising/creating the job descriptions for non-YCR Youth Council members, defining when their terms started and ended, and pretty much just trying to figure out the role of the PoCC at Youth Council.

  • Youth council at-larges; they’re job descriptions will be written by Maia, Kate, Julie will make Sonja do it, Ann will talk to Jacob, Steve will work with rick.
  • Terms will being immediately upon selection (april meeting), term will end around June 1st, so there’s overlap
  • Youth of color caucus: when/how selected? Random sucks. Let’s recruit people and then have them go through some sort of simple application process. That will be good to know more about them before we meet them, and will give YCRs more buy-in to them being there as valid, democratically elected people
  • 11 youth, 3 adults of color for the caucus, in addition to any people of color who are on YC regularly
  • SC PoCC advisory committee would be 3 youth and 1 adult
  • looking for a moderator of color
  • look for people for two years, try to institutionalize the half new each year policy
  • having SC elections with all PoC caucus so that the PoC people who are already on yc will have a chance to run for real SC, as well as the advisory council
  • YCRs need to be accountable to people of color
  • Creating teams of people from all groups within them; aka 3 district YCRs, 2 youth of color, one adult of color, one at-large youth and 2 at-large adults. we’re calling them accountability teams; they’ll take the place of touch groups, etc.
  • the point is that they’ll build personal relationships and use them to hold each other accountable
  • lots of small-group work in the anti-racism trainings, he small groups would be the accountability teams
  • also, maybe the teams will rotate; they’ll be anti-racism stations, groups will rotate between them
  • it will be cool to keep the groups small and almost always the same; that way, you can build trust within the group
  • maia, julie, kate and helen feel accountable and excited to do this work, so it seems like maybe they’re the ones who are going to work continually and intentionally to plan the anti-racism training for youth council this summer
  • we need to be aware that this is going to cost and that’s coming up in the future
  • encourage the groups to be half 1-year half 2-year until next year, until nest year, when everyone will be 2 year
  • ideally there would be one person of color for every white person, etc.
  • also, remember to think about the circle at the table; if we add more people, we can’t do it anymore, let’s find another cool way to sit
  • Accountability teams will also go along with identity groups, they will kind of take the place of touch groups, not identity groups. the exercises will be intentional, the group makeup will be intentional
  • the groups will have fun together, do business together, do anti-racism work together
  • if we get our act together, we can try to get districts to pay to send a youth of color along with the YCR… note; it might just be tokenizing to youth; aka districts won’t feel like it’s important to elect youth of color democratically through the regular channels

Emergent agenda these are all the agenda items that require discussion which came up earlier in the meeting; now we’re gonna talk about them.

Position on Appraisal the outgoing POA wants the focus of the new POA to be more strategized, Julie will put a good ad with a full job description in Synapse, be at youth council and the april CUUYAN meeting

the new poa will work more on reading up on consensus, doing a bunch of things to make the anti-racism programs work better, doing more grant work, going to the November AR training, being an apprentice to the JTW people, researching history of AR with youth, working with all of the people dissatisfied with JTW, researching other group’s AR trainings, etc. (paraphrased of what Julie Slater said on the subject)
