POA Report
· Chris has been doing a lot of reading, particularly multi-ethnicity (cause it seems it is much needed for YRUU)
· Met with Bill Sinkford: Discussed how LRY did anti-racism work, he said it was very community based, external work rather than internal. Brought forth concerns that our anti racism work has been done predominately without funding and we would like institutional support, Bill said he agrees and to seek support from the Youth Office. Discussed Synapse being cut funding, Bill has received petitions. Chris and Bill also discussed ageism and restructuring. Talked about the letter Bill sent to Steering Committee regarding the 3 positions, to be selected by SC, on the Youth Programs Director hiring committee. Bill suggested we should follow up on Tampa AR meeting. Notes about LRY leadership from Bill: there were 7 people on SC, 3 were People of Color, and it just sort of happened that way, LRYers assumed that when they entered the congregation as young adults they would find a similar makeup of people, many of them found that it wasn't and left.
· Chris has been thinking about SC dynamics. Talked about "Tools for White Guys" by Chris Crass.
· Has been thinking about ways to bring Spirituality to AR work. Has started to work on the "AR Deep Fun" to be renamed. And A Heartland District Training
· Working on AR wish list, one of the things is to have people in their districts buy and use anti-oppression resources and let SC know how useful they are.
· He will try to go to White Allies Conference in Chicago in May
· Has been getting information off of Colors of Resistance website

The group affirms Chris and his work, Lily is getting information from American Friends Committee and will send it Chris. Ayn feels some of the most important work for Chris to be working on is the projects coming out of the Tampa Meeting.

BOT Report
· The Board will be meeting in two weeks, will be working on bylaw revisions, changing various Committee Structures, i.e. the Communication Committee. Going to address concerns with new structure, there is substantial concern that the antiracism work was not taken into account in the current restructuring proposal.
· SC brings forth concern that the Youth Office and the Young Adult/Campus Ministry offices are not in the same department. The former SC decided that they should definitely be together. This year's SC also consensus they should be together. Ed will bring this to the board.

Greg
Stu Neils-Kraft seems to have dropped off of the planet (see Chris Weber's Report). Alex Stuart is working on stuff in Mid South District, reformation of his district… possibly introducing consensus

Helen
Danielle DiBona is interested in Resource Development Team (Tampa Meeting) stuff, helping with funding for Youth of Color. Kelsey Boler has been very active continentally (more so than locally), recently attended the YSJC. Katie Test haven't gotten in touch with.

Lily
Kat Schiffler talked about creating resources for new YCR (consensus, what YC meeting is like, help with anti-racism prep work before YC) talked about t-shirt ideas like pro-peace/anti-war. Samantha Trumbull is having trouble in district with consensus. Lindsey Bater, can't get a hold of, she is supposed to e-mail. Can't get a hold of Gary Pierre but will work on it. Got in touch with Wendy Kimber, not a YCR but in Lily's District, Wendy said they are having a lot of trouble with AR work, YCR isn't getting in touch with youth of color.

Ayn
Maura McGill has been working hard on the LRP, which has been cancelled, and so has Alex Perozzi, which has been their main agenda item from YC. Maura is still YCR and going to conferences. Alex is not YCR anymore and not really involved with District much. Both going to be Starr Island staff.

Leif
Kyle from MDD, and Jen Tsoi. Can't get a hold of them, Leif is super busy.

Chris
Can report on Stu Neils-Kraft and Jen Tsoi even though they are not his phone chain folks. Stu is working on AR stuff in district, Heartland is operating on consensus and instant run-off voting to select DYSC, he's ok with a trial of not having a moderator. Con's going smoothly with minor incidents. Jen Tsoi and Chris have been talking about YFUUD POC grant, she's busy with college. Nan Moore and Chris talked about how money donated to the UUA for youth might get to youth better if give a "Designated gift" to Youth Office. She is concerned that there is so much energy going to Moderator Issue and not LRP. She needs support for being supportive. She is possibly interested in being on SC next year. Wanted SC to discuss what the main issue of the LRP would be. Nat Balder is indifferent to the moderator issue, his district is having a SDC, there were 100 kids at the last con. He talked about an awesome resource called HIPP, from Quaker church… good for AR work. Laura Douglass is back from the mysterious cave she was hiding in. She is cool with trial of not having a Moderator, she thinks antiracism work is important but not to push people too far. The South West District has talked a bunch about restructuring YAC, there may be a Power Shuffle at SWUUSI, which has been outlawed, also youth leaving conferences has been an issue.

Eric
There is nothing to report because he couldn't find the list of people he was supposed to call, if folks give him the names he will call them this weekend.

Helen
Did nothing, doesn't know who hers are. Maybe DRUUMM? There are only two registrations for the youth of color conference thus far, staff and everything is covered, but it seems no one is interested. Phone Chain YCRs to tell folks to hype it!

Greg
UUs for Drug Policy Reform, Greg is trying to get on the Board, UUDPR is forming to a more district-based formation. Greg will lead a talk at GA about the UUDPR and the War on Drugs (talk to Paula about the schedule)

Eric
Doesn't think he has any liaisons

Chris
DRUUMM liaison, he introduced himself via e-mail and hasn't heard back.

Leif
CUC: Leif has been in e-mail contact with Linda Hicks who is the CUC Board youth liaison. Recent cross-Canada phone conversation that Leif and others were on about youth services, no one from East Coast on the conversation. PNWD has formed a cross-border cluster with the CUC, can't remember what the St Lawrence District is up to, they are working to try to stay connected as a YAC. Leif has also been e-mailing Mary Bennet the executive director of CUC. CUC is not so youth empowering at the moment. Annual meeting issues.. mostly age-range (14-17 for youth), Bennet thinks that anyone out of high school should be young adult. Does not want youth to lead or plan workshops. Leif and Jacob have been trying to get a Youth as an observer on the board, were unable to get a democratic process, so someone will be selected to be youth observer on board at the Annual General Meeting this year. Leif has just sent an e-mail to UUs for Polyamorous Awareness, to find out in what ways YRUU can give support to them.

Ayn
LINC and Ayn having been talking a lot over the internet, Ayn is part of the LINC workshop at GA. Ayn is frustrated with LINC and sort of wants out, internal group dynamics. Each person that is part of the organization is a member of something like a Steering Committee, except CUUYAN (their rep is appointed by CUUYAN SC), by default Ayn got stuck doing this workshop, having problems with white guy CUUYAN representative (note that all of LINC except him is female). The workshop is coming together and is going to be good. Faith in Action is no longer going to exist soon in UUA restructuring… they don't really know where they will be. Major budget cuts to FIA, losing their intern. They are very excited about what happened in Tampa.

Lily
America Friends Committee: Lily and them discussed what the Quakers are doing to try to support people of color, and how they work with white people in their community. They are sending a packet of information to Lily about resources and also collectives of Quaker people of color. Hopefully soon we will have resources and contacts.

Group Progress Evaluation
Activity with note cards, write on one side something you see as a problem, on the other side solutions to the problem, good things, how to make it run more smoothly.

People said:
· Getting off subject and not listening to peoples' requests, group participation great, chalice lighting rad, stay focused listen more!
· Some members of the group hardly ever get heard, in addition to losing that input introverts seem to get bored; use more process like this to draw out all views keep at rotating roles so everyone has something to focus on.
· Not taking ourselves and our work seriously enough; commit to covenant, call each other out on our shit in healthy and constructive ways.
· Beginning of meetings slow, unorganized, and awkward; talk on SC list before meeting about facilitator to lead us in beginning of meeting
· People aren't here, early morning meetings are painful; try to stay at table, try accommodate peoples' energy needs
· I cannot stay focused and it has been disturbing the groups process; get grounded, shut up, and listen!
· General apathy towards process; we're moving pretty quickly
· There is a block of straight white males seated and then the facilitator off at the end of the table alone; change seats give facilitator the support lily deserves
· It would help me if I had an agenda a week or so in advance, what exactly should be brought to the meeting?; generally lots of good input, we need to get all members here and here on time.
· We want the funk, we gotta have the funk; tear the roof off of the sucker, tear the roof off of the mothersucker.

Communication Problem
We are going to work on the problems on list serve. People are not using it. They want to discuses how to fix this.

Complaints:
· People do not use the list serve.
· People do not respond to emails sent on it.
o This is problematic because it hurts the people who are trying to use it.
· People are tired of too many emails
· People want actual people to check in with.

Possible Solutions:
· On-line Chat
· Set Dates on the calendar for people to check in with each other
· Set up a guest book
o This could be more accountable to the community because everyone with web access could see it
o Lily will try and look into it
· Idea also to do some sort of live journal with links to it on the website. Sounds similar to the guest book idea.
· Buddy system with schedule made out to contact people. Each person needs to have another person that they are in contact with.

Group feels it has enough ideas on the table. The group comes to the conclusion that computer are not working. They want to speak to living people. They are going to do the buddy idea.

Solution:
The Buddy system idea. SC members are to schedule time to call and talk to there buddy. These times should be on a calendar, and each person needs to find a buddy to pair up with.

Strategies about how to get job jots done:
· Getting the SC post packet should help. The SC post packet should be out and in SC hands by May first. SC members should call YO if they do not have it by May first.

Discussion about SYNAPSE being cut.
Robin explains what has been happening

Discussion:
· Q: How much does it cost? A: $12,000 year. Two issues a year. 15000 people get it.
· There is a suggestion to talk to CUUYAN to get in touch with them about having our magazines go out together. Idea: we should have a point person on this.
· SYNAPSE con. YRUUers could try and make money (from the cons) for synapse and could do art/articles at the con and send it in.
· instead of organizing donations, SC could write a letter to executive types (Judith, Bill, Kay, executive staff, and CUC ) about how SC feels about SYNAPSE and the change in format (a SC statement). SC will write a letter and send it to SC-L to get feedback, The feeling is that the statement should state that Steering Committee feels there should be institutional support for SYNAPSE. The letter should be about that and why we want to keep SYNAPSE.

Greg proposes that YO send him peoples letters about SYNAPSE with in the next week. So he can put a letter together before the BOT. Then he will try to get feed back by list serve. Then get the statement letter out to the executive staff, Bill Sinkford, RE Department Head, Kay Montgomery and to Ed to bring to the board of trustees.

Exofficiness Conversation
Decision on how Youth Office can speak.
· AR observations
· Process suggestion

· In order to ensure the Youth Office doesn't abuse its power with SC, YO should bring comments to SC in the following ways: stating "I have a process suggestion…," "I have an opinion…," "I have an anti-racism observation…" followed by "Would you like to hear it?"
This is how YO should talk to SC during meetings (EXOFISHEnes)

Discussion on the Code of Ethics:
During the January meeting there was a discussion held about holding up the code of ethics. We discussed the importance of the code of ethics. Later it was decided that this subject should be discussed further at the Spring Meeting.

Background information
At the last SC meeting there was a discussion about the code of ethic that SC had created for itself and whether or not it applied to the time the SC was not in official meeting while in Boston. This discussion also dealt with the issue of the use of substances in ones personal life and whether a group had the right to make decision for individuals about personal substance use.

This discussion was brought up again at this April SC meeting because Jen was not at the last discussion and didn't get a chance to weigh in with input about liability issues, youth leadership role-modeling and the role of adults in youth led committees.

It is decided that everyone will participate fully in this conversation including the Youth Office.

The following are some of the main points of the conversation

Jen brings up some worst case scenarios to help show the seriousness of the issue
· Many of the rules in the code of ethics are also U.S./Canadian Laws, even if we decided to change the code of ethics we would be breaking laws. We cannot live in a bubble thinking we are above the law.
· If anyone were caught using drugs at P and E….
o They could be arrested
o The Youth Office could be sued
o P and E could be seized by the Feds
o Since board members were present the entire UUA could be liable
· It also is important for youth to remember they are role models for other youth at the UUA. It doesn't reflect well on the youth community to have the most important leadership acting irresponsibly or illegally. (unless they are breaking the law in a planned action of civil disobedience…)

SC brought up the following points:
· It was brought up that some people use substances as a spiritual practice
· Not following the code of ethics could get Steering Committee and YRUU in tons of trouble. Surely there are laws we do not agree with, but to take chances and break laws while representing YRUU could cause a lot of trouble.
· Steering Committee was very concerned that other adult organizations hold meetings at the P &E and use copious amounts of alcohol and have even offered alcohol to youth committees who have been meeting there at the same time.
· There is concern that adults who are asked to sit on boards are not trained about youth empowerment nor about the liability and responsibility they have as adults in a youth community.

Jen points out that there are resources about for youth and adult working together at
http://www.youthonboard.org/ which she will include in the SC post packet and pass on the Board of Trustees.

Jen that Kay and Judith are aware of this issue and the conversation that was had at the last meeting

The Final Decision
The Steering committee will up hold the code of ethics that says we should obey the law while here because of not only the liability issue but also how it reflects on us as leaders in YRUU and in UUism and the larger impact it could have in the world. It is also decided to review this decision at the next meeting so all the members can be present for the conversation being that two members of SC have not yet arrive at this meeting.

Agenda creation evaluation:
Lily wants to research the 3 Steering Committee meetings we have so that she can create packet on how to create agendas. She wants to have it done by the end of May. She can compile all the resources we have and come up with something to make this stuff easier.

Jen gives some history.
· YO: used to do the agenda. YO Found this to be disempowering to SC (no ownership).
· YO gave agenda to steering committee to do on their own, but this also was disempowering because support was hard to give.

After discussing how to make this work better it was decided that: the agenda person is suppose to be done one month before meeting. The people responsible for the agenda are suppose to hold a telephone conference with the YO a month before with SC meeting.

Helen and lily are responsible for the next agenda. They are supposed to have it done by May 20th. May 20th is when they are suppose to call the YO and review the agenda.

T-Shirt meeting
Leif Lily and Greg will give input to the youth office about t-shirt ideas. They are going to meet in informal time to have something in two weeks and two days to the YO.

Eat Dinner

YPD Selection Committee
Jen is leaving, a new YPD is being hired. SC has to select three people for the selection committee: two youth and one adult. These three people may or may not be from the SC.

Groups thoughts:
· have at least one youth from SC cause SC has a unique perspective of the role of YPD
· we should have all three people come from SC or past SC members
· we as SC already have too much power, if any SC members are selected it should not be more than one
· all of these people need to be highly supportive of anti-racism
· Understanding the power issues, if we decide people outside of SC the people we are going to brainstorm are going to be power players and the people that we know. Would not trust to have someone there who does not have an understanding of the role of the YPD.
· Don't see this has a power-brokering decision; the people that will benefit from it will not be us but the new people coming in to SC.
· Important to have an adult of color on this, and in recent history the adults on SC have been white men.
· Maybe some of the youth of color caucus members could be on it, how about not selecting any white people for this selection committee.

Workshop on How to Workshop Report Back:
GOAL: Equip YCRs to take AR work back to their districts and use it to raise awareness and provide youth with an introductory AR experience. For this first training-of-trainers aspect of YC, we feel that some activities would be too challenging for the facilitator, so we will focus our energy on activities that are easy to do correctly.

Specific Product: Complete package describing a half-day workshop that a YCR could lead back home. Package will include:
· introduction for the presenter - notes on neutrality and on leading people to the experience but not shoving it down their throat.
· instructions for how the presenter can assess the needs of the participants
· judging what kinds of activities are good for a particular group, figuring out how to reach and include PoC in a mostly white group, how to alter activities if needed for group dynamics.
· instructions for group introduction - talking about vocab, about identity, about processing emotions, and on expectations for program participants.
· three or more fully described activities to provide the AR experience to participants.
· for each activity, notes on how you could use it in different contexts (within the half-day workshop, alone as a regular con workshop, or as part of worship).
· other resources - annotated bibliography of books, videos, web sites, etc. Contact information for UU and non-UU AR groups. Info on YRUU events that incorporate AR work - hype YSJC, ConCon, Youth Council.

At Large Nomination Process
Because many of the at-large positions at youth council were not applied for, SC decided that they would make a list of people they thought should apply, and then they would call the people from the meeting. SC had the YO get contact info for the people, and then they called people. The people they called were to email them something by the end of SC meeting.

YCR's Resource to take home after Youth Council and use in their districts, etc. the resources is suppose to be designed so YCRs can do something about things like AR work.

· Have an outline for the workshop-
· Opening/check-in/brainstorm on concerns & questions on how to bring a-r back to their districts/constituencies.
· Activity on Power and oppression, with explanation of how to facilitate activity and start dialogue…
· We're going to have resources on different activities and how to lead them, with stuff about watching "us vs. them" language, leading all-inclusive discussions, generally tips on being good a-r experience facilitators, and how to find more resources on a-r. So at this point in the workshop we're going to go over the resources and talk more about it.
· Closing- check out/ brainstorm on new ideas and ways they're going to bring stuff back and implement it in their districts.

Youth Council stuff:

Formal consensus
People have not gotten to gather on it. Greg has been educating himself. For YC CT Butler is interested in doing stuff. Wants to first go over basic meeting skills then try consensus at end of YC.

Ex-officio:
Not much done for the pre-packet.

Chaplain:
Unsure what we are supposed to do about the chaplain. Have not talked about it. As long as the people do there parts it should be ok.

Guest:
SC were supposed to have an ongoing list. They have nothing written. They feel that guest will be invited when the schedule is made.

Plenary:
SC wants to do one general training.
Because they do not know what everyone's jobs are like: at-large, PoCC, and YCR's. They want the training to be like how we are supposed to be on YC. This is all kind of brainstorming stuff.

After seeing that all of the things have not been worked on SC thinks maybe we should do the schedule before we go further with YC stuff.

We are going to review what lily has for a YC schedule. Lily has tried to make it way dynamic. Lily did work on a schedule this is what it looks like:

Paula Nett Report:
· Exit will be next year
· GA: Paula is excited that SC is going to work on committee for GA 03. Paula put a packet together that went out today for district presidents, executive committee, field staff, big wigs, with pledge to not drink (since we are asking youth not to drink we are asking other GA attendees to not drink in solidarity).
· Anti-Racism: Youth Office/Paula supporting DRUUMM conference and White Allies Conference, also with the support of YACM Office. The January Tampa Meeting was very successful, the ten points came out of it are going places and people are getting things done.
· Networking: makes rounds at 25 to say Hi. No big meetings with people recently.

Robin's Exit Report

We are trying to start the YPS selection, but we are having some weird process problems.
· There are some strange group dynamics that are going on.
· There have been some suggestions to solve our problems.
· One was through worship stuff.
· One was to take time before lunch to talk about process.
· Some people feel we should deal with dynamics now not later.
· We are going to go to the living room to do process stuff with the groups dynamics it is to be a conversation.

Process conversation, an example was brought up of how during SC white men dominated, the group discussed this. Talked about "Tools for White Guys" and when appropriate to bring up, maybe we should have gender identity groups at SC. It'd be rad if the white guys could do some work on their own about how to support and call out each other.

This will make sure that all SC members can meet during GA. For the people writing the schedule they should remember that a part of meeting at GA is so that we can shmooze with big wigs.
· Helen volunteers to call everyone so that this happens… she will have the schedule done by April 16th she will contact SC members on the 15th.

SYNAPSE
· Do we tell Bill we are upset. Feels as if we need to represent YRUU and tell bill that SYNAPSE is important.
· Ed mentions that when cutting money the money still has to be cut somewhere.
· We are going back in forth on if we should talk to Bill or if we should not talk about SYNAPSE.

LRP
· Quick report
· No one is working on it.
· Jen and Maura had talked. Maura picked up the ball. Then she got Jenny D. there was a date set the staff were selected all we are missing were actual attendees. Then email came about that Judith and Kay wanted LRP pushed back because they wanted to have the new YPD there. So when to have it is crazy YO to busy, so it sounds like it is going to happen in the fall.
· Nothing to give MIND THE GAP
· CUUYAN was able to do it right before their YPD changed over
· We cannot have the meeting with out the buy-in of Judith because she, as an executive committee member, is one of the people who has control over money.
· Now Maura is having problems because it looks like the LRP is not happening and she does not have time anymore.

Steering Committee broke for dinner and talked at dinner about this.

Mind the Gap:
Alison Miller, Coordinator for the Youth and Young Adult Sunday, is here to talk about the Capital Campaign

Alison says…
· She's really jazzed about getting money for this work
· Youth and young adult should be stakeholders in both the fundraising and spending of the money
· Goal is to raise 2 million $ of the 4 million for youth and young adult ministry
· Youth/Young Adult ministry Sunday goal for every congregation to do a program
· Hope will be 50$ donated/per person. Raise money and to educate people about what is possible.
· Hope Youth and Young Adult go back to their church and make it happen.
· Having more resources on the continental level
· Campus congregation grant to fund young adult ministries
· The Sunday should be the church leadership saying the youth and YA ministries are important.
· Ministry Sunday was like this and they raise 1 million dollars.
· UCC keep about 40 to 50 percent of their youth. We are beginning to keep more people.
· At GA were going to have resources at GA to promo and a workshop at GA.
· Allison would love stories and ideas on how to spend the money

Ways to help…
1. Love to for SC and YCR to contact their own congregations to do the Sunday.

Moderator issue
SC talks about what the feedback was from Youth Council members
Chris reports…
· 6 people we have to have moderator
· 10 said we don't need one
· 10 said we don't care

Thoughts:

· The question is whether or not we need a moderator.
· It is clear there needs to be some facilitation
· People express that a moderator role is necessary during plenary.
· Some people thing that Sc could moderate plenary
· Others think that it would be too much of a power imbalance.
· Some people want the moderator to even more outside the organization
· Or could ask a total outsider
· If we invite a moderator
· Youth Council decided that Matt Moore would be the moderator
· There will be a lot more shared leadership
· If there are messed up power dynamics with SC and YC would make it hard
· SC to be a facilitator
· SC shouldn't moderate plenary
· SC changed Youth Council, we know why we made these changes, we need to make sure that this new youth

· council, works with an AR lenses.

Conclusion:
Matt Moore is not the moderator

Concern:
· If we don't have an outside person, the concern is that SC will end up being moderator
· If the appearance to YC is to replace Matt with a different facilitator then there will be problems

And yet more thoughts…
· Last year Youth council changed the P and P to elect there own moderator
· Youth Council picking their own moderator was a liberating thing, and they chose Matt Moore.
· If SC took that away from YC it could be seen as totally SC dis-empowering to YC.

JJ-Helen will write a letter to YCR to let them know how the meeting will be moderated and how YC will be AR and why. And also put it in the prepacket. Helen will get it to the list serve by April 15th. Include it was created in abuse of power and there are no documents.

CUC news
· The CUC Annual General Meeting is in May but the programming is not created in an empowering way.
· The CUC board passed some rules about age 13-20. Then Mary Bennett the exec of CUC decided the age range would be 14-17.
· Leif asked why the age range was so restricted, the adult were leading the programming, the adults were planning what was happening the next day
· When youth wrote up info about how they wanted to speak about the separation they were shut down because they were not delegates Leif was told.
· Youth programming is going to be a sampler of LDC SDC and they haven't asked any youth to be involved with the planning.
JJ-Leif-find adult allies in Canada with youth camp and organize a Canadian youth to make proposal to Canadian annual meeting
JJ-Leif makes changes in bylaws to reflect the new Canadian new structure.

Steering Committee Resolutions
· There was a updated SC anti racism resolution…it is everyone's vision and SC is finalizing it and could presented it at Youth Council
· Helen will continue to work on it and get current YCRs involved, and bring it to youth caucus
